Asphalt building papers, sometimes called breather-membranes, have proven themselves over a very long history of use as protective weather barriers beneath exterior wall cladding. They "breathe" to let the wall release water vapour while at the same time they provide a barrier to water entry from outside. Building papers help to resist the effects of winds and drafts as part of an overall wall system.
The degree of attention that a moisture barrier must receive is entirely dependent on the wall's exposure to rain. If it is well protected with roof overhangs, then there is usually minimal risk of water damage. In areas of high rainfall, particularly in multi-unit "condo" buildings, a much greater focus on proper use and installation of breather membranes is imperative.
A wall must be water tight, but it must also breathe. There is usually a balancing act between those two functions. Industry standards now require the use of two layers of building paper. Two layers of Hal-Tex 30 Minute building paper makes a great barrier, yet it retains good breathability. An extra layer of building paper might cost $100 for an average house. However, repairs to leaky walls can cost thousands of dollars.
For extreme situations we highly recommend RAINSCREEN construction. Simply, this means to mount all cladding on strapping, allowing a three quarter inch air space behind it. This is simple, fairly low cost, and yet 100% effective if done right. Building science professionals are now routinely specifying RAINSCREEN construction.
